Justin serves as Chief Program Officer at Big Waters Land Trust, where he supports the organization’s efforts across land conservation, public policy, and community engagement. In this role, he contributes to land acquisition initiatives, assists in advancing advocacy at the state and local levels, and works alongside the team to support outreach, education, and land management efforts that protect working lands and natural resources across the region.
With more than 20 years of experience spanning government, nonprofit leadership, and agricultural land management, Justin brings a rare combination of policy expertise and hands-on land experience. He has led multi-million-dollar negotiations involving public-private partnerships, secured significant grant funding, and developed innovative programs As well as shape public policy at the local and State level.
Prior to joining Big Waters, Justin served as Deputy County Administrator for DeSoto County, where he led strategic project initiatives and policy development. He also served as Chief Operating Officer of an economic development organization. Earlier in his career, Justin spent many years with the Florida Department of Revenue, where he helped shape statewide property tax policy and modernized land valuation systems.
Justin holds a Master of Science in Natural Resources Policy and Administration with a specialization in economics from the University of Florida and holds undergrad degrees in Organizational Management and Agricultural Business. He is also a licensed Florida Realtor® and remains actively engaged in agricultural operations, managing a multi-generational family farm. Deeply rooted in Florida, Justin is a fifth-generation Floridian with a lifelong connection to the land. When asked why he is committed to conservation, he points to both legacy and responsibility, ensuring that Florida’s working lands, waters, and natural heritage remain intact for future generations
